The drug cartel that manufactures and distributes SPANK across Liberty City, arriving in 1998 and taking parts of Staunton Island and Shoreside Vale. They blow the Callahan Bridge in the opening to snatch a prisoner. Because Catalina runs them, they are hostile from the first mission, even though their turf is unreachable until Last Requests.
