The cheats are phone numbers
Every GTA IV cheat is dialled on Niko's phone rather than typed or punched in on the pad. After the first use the game files it under Cheats in the phone menu, so you never have to remember the number twice.
HD Era 2008 Liberty City
Liberty City. Niko Bellic came for a cousin and a fresh start. Grand Theft Auto IV is Rockstar North's 2008 rebuild of the series on the RAGE engine with Euphoria handling the bodies. Niko Bellic arrives in Liberty City chasing his cousin Roman's stories about mansions and sports cars and finds a cab depot and a loan shark instead. The city is a tighter, denser Liberty City than the one in GTA III, modelled closely on New York, and it drops the cartoon tone the series had carried since Vice City. Cars have weight, people trip and catch themselves, and Niko's past in the Bosnian war sits under every conversation. It shipped on PlayStation 3 and Xbox 360 in April 2008 and reached Windows that December.

Every code is a phone number you dial on the in-game mobile. They never block 100% completion, but some switch off achievements.

Unusually for the series, using cheats in GTA IV leaves 100% completion intact. Some do switch off achievements and trophies, so save first if you are chasing them.
Every number uses the 555 exchange that North American film and television reserve for fiction, so no real line can ever be dialled by a player copying a code.
