The organisation Tommy builds out of Ricardo Diaz's crew after taking the Starfish Island mansion. It runs protection, counterfeiting, pornography, stolen cars, taxis and drug distribution through a portfolio of legitimate-looking businesses, and by the end of 1986 it is the most powerful criminal group in the city.
